Ben Johnson
Ben is an award-winning, independent transport consultant with over 25 years of experience delivering safer, more effective, and integrated transport systems worldwide. His leadership in road safety management and strategy spans national safety strategies for the UK, Bahrain and Qatar, London’s Safe Streets for London strategy, and the Safer Lorry Scheme at Transport for London (TfL). At the Transport Research Laboratory (TRL), he managed large-scale safety research and policy advisory programmes, helping position the UK as a global leader in road safety.
Ben has a strong track record of turning policy into action in complex public sector environments. He understands how to navigate governance, align stakeholder priorities, and ensure projects progress, drawing on experience with UK government (DfT, FCDO, TfL, National Highways), city authorities, and development institutions.
As Head of TfL Consulting, he led advisory and capacity-building projects in cities including Dublin, Chennai, Paris, Lagos, Dhaka and Sydney, transforming TfL’s consulting practice into a profitable, high-performing unit. Alongside his technical and policy leadership, Ben has extensive commercial expertise, managing profit and loss accounts, driving revenue growth, and building financially sustainable and flourishing teams.
His expertise spans road safety management, programme governance, risk and benefits management, public transport franchising, transport integration, and evidence-led policy making. He has helped cities re-imagine and innovate with data to realise the full benefits of transport investments, shaping land use and transport priorities to maximise social, economic, and environmental impact.
Ben holds a first-class degree, an MSc in Statistics and a Management Diploma. He combines technical depth and strategic insight with a delivery-focused mindset, helping clients bring their ambitious strategies to life.
