Charlotte Baker is a communications and engagement expert, with more than a decade of experience in senior roles at organisations including the World Health Organisation, BBC, Wellcome Trust and Greater London Authority. She now offers consultancy services that help public and private sector clients navigate communications and stakeholder engagement across the climate, transport, air quality and public health sectors.
Known for her practical and realistic approach, Charlotte excels in complex stakeholder environments, getting stuck into thorny communications, engagement and political issues, and developing messages and campaigns that deliver for the intended audience and win hearts and minds. Her expertise spans strategic communications, public engagement, political and stakeholder management, campaign delivery, media relations and consultation support.
During her time at the Greater London Authority, Charlotte led communications and stakeholder engagement activity across some of the Mayor of London’s highest-profile transport and environmental priorities, including the ULEZ, cycleway expansion and Oxford Street pedestrianisation proposals. Prior to this, she held senior international communications roles with the World Health Organisation, Unitaid and the International Pandemic Preparedness Secretariat, leading high-level engagement with governments, multilateral organisations and civil society partners.
Recent work includes supporting the New Forest National Park Authority on its Active Travel England-funded sustainable transport programme and convening its inaugural Transport Summit. She has also delivered a comprehensive rebrand and new communications strategy for a key player in the clean water sector focused on preventing water pollution.
Alongside her consultancy work, Charlotte is founder and trustee of the charity Small Steps for Africa and is actively involved in sustainability advocacy within her community.
