Dr Neale Kinnear

Dr Neale Kinnear is a Chartered Psychologist and internationally recognised behavioural scientist with over 20 years of experience at the intersection of human behaviour, technology, and transport. His work focuses on applying behavioural science to solve real-world challenges in both commercial and policy settings. As the former Head of Transport Safety at TRL and Head of Product Development and Behavioural Insights at Humn AI and Aon, he has a proven track record of leading strategy and innovation in the transport and insurance sectors.


Neale excels at turning research insights into tangible outcomes. At Humn AI and Aon, he led the vision and development of an AI-driven risk management platform that embedded behavioural science into its core, resulting in a 300% improvement in commercial driver risk scores. While at TRL, he won over £50 million in funded research, led the world’s largest mainstream consumer trial of electric vehicles, and influenced UK, EU, and global policy on transport safety and technology. He is a trusted advisor to governments and industry, having developed road safety strategies with the Department for Transport, National Highways and Ministry of Defence. He has authored over 100 peer-reviewed publications.


As an independent consultant, Neale advises insuretechs in the UK and USA and leads projects for global insurers, designing and implementing trials of AI-derived coaching and insights to improve risk-related behaviour. He is an active contributor to the global transport safety community, serving on expert panels and committees in the UK, USA, and Australasia, including the U.S. Transportation Research Board (TRB) and as a Research & Development Associate for UKROEd (UK Road Offender Education).


Neale’s expertise spans behavioural science, data-driven risk management, research design, and product development. He combines deep academic knowledge with strategic leadership and a hands-on, commercial mindset, translating complex evidence into actionable solutions that change behaviour and deliver results. He holds a PhD in Psychology and is a Chartered Psychologist with the British Psychological Association.
