Jason Clark

Jason Clark is a highly experienced transport consultant with over 25 years of leadership across the public and private sectors, specialising in the planning, procurement and delivery of major public transport technology programmes. As Director of Eagle Nine Limited, Jason has advised national and international transport authorities, operators, and development agencies on strategy, governance and innovation in bus and urban mobility systems.

Jason’s expertise lies in the integration of advanced technologies to improve operational efficiency and passenger experience — particularly in Automatic Vehicle Location (AVL) systems, Real-Time Passenger Information (RTPI), Demand Responsive Transport (DRT), and Mobility as a Service (MaaS). Notably, he led the €100m procurement of Ireland’s Next Generation AVL system for the National Transport Authority (NTA), overseeing the full project lifecycle from business case to contract award, and remains involved in its implementation.

His project portfolio also includes the rollout of TfL’s award-winning Bus Priority Programme, the delivery of iBus and safety camera systems across London, and strategic advisory roles on hydrogen buses and DRT systems for clients such as Arcola Energy, GIZ and Arriva.



A Chartered transport professional, Jason is a member of the Association for Project Management and a certified MSP and PRINCE2 practitioner. He is recognised for his clear communication, stakeholder leadership and rigorous project control. His blend of strategic insight and delivery expertise makes him a trusted advisor on high-impact mobility programmes in the UK and internationally.
