Omer Bor

Omer Bor is a transport economist specialising in economic appraisal, business case development and evidence-led decision-making for transport investment. He has over a decade of experience working across government, consultancy and international development contexts, supporting major transport organisations to navigate complex appraisal, assurance and funding processes.


Omer’s work focuses on improving the quality, robustness and transparency of transport business cases, particularly where standard appraisal approaches struggle to capture the full benefits of public transport, active travel and wider policy reform. He has advised on and reviewed business cases for a wide range of interventions, including bus franchising programmes, cycling and active travel networks, rail investment schemes and major highway projects, often supporting clients through heightened scrutiny or re-submission following audit challenges.


He has previously held roles at the Department for Transport, Jacobs, and ITP, where he led or contributed to economic cases, strategic reviews and assurance exercises for organisations including Network Rail, National Highways, Mayoral Combined Authorities and international partners. His experience includes business case auditing, cost forecasting and econometric analysis, uncertainty and risk assessment, and the development of alternative appraisal frameworks for politically and technically sensitive schemes.



Alongside his consultancy work, Omer regularly publishes analysis and thought leadership on transport economics and policy through his Substack newsletter, where he examines how appraisal methodologies, modelling practices and economic assumptions shape real-world transport outcomes. He is the founder of Pine Economics, through which he undertakes independent advisory work alongside his writing and research. He brings a critical, rigorous and pragmatic perspective to projects, combining deep technical expertise with a strong understanding of UK regulatory and assurance environments.
