Simon Shapiro
Simon Shapiro has served as a Project Manager or Project Director on major transport planning and carbon reduction projects, with clients including Department for Transport, National Highways, Network Rail, Rail Delivery Group, Transport for London, Transport for Wales, Welsh Government, Local and Combined Authorities, Train Operating Companies, rail franchise bidders, airport operators, investment companies and private developers. He takes responsibility for producing high-quality deliverables, including reports and presentations appropriate to the target audience (technical or non-technical), within the required timescale and budget.
Simon has a detailed understanding of the Department for Transport’s TAG guidance and Passenger Demand Forecasting Handbook, and is familiar with transportation software such as MOIRA, EMME, VISUM, SATURN and TUBA. He also utilises various spreadsheet-based modelling and appraisal techniques. He has used his knowledge in the operational and economic evaluation of many transport schemes and strategies across all modes, including leading market analysis, stakeholder consultation, highway demand and congestion forecasting, public transport demand, revenue and crowding forecasting, calculation of socio-economic scheme benefits, preparation of business cases, assurance reviews and sensitivity testing.
In addition, Simon has been involved in the development, validation, use and audit of the assignment, distribution, mode choice and trip generation models used by many clients in the UK, including PLANET, Railplan, LTS, PRISM, Transport for London’s sub-regional Highway Assignment Models (HAMs) and the rail industry’s LENNON database.
Other specialist applications of Simon’s knowledge include specification and analysis of surveys, modelling interaction between land-use and transport provision, public transport performance modelling and monitoring, fares and ticketing schemes, revenue protection strategies, rail franchise bidding and evaluation, airport surface access modelling, station masterplanning, ‘parkway’ stations and due diligence reviews.
