Stuart Turnbull

Stuart Turnbull is one of Scotland’s most experienced and respected figures in strategic transport planning, with more than 35 years’ experience delivering high‑profile commissions that have shaped national and regional transport policy. As former Director of Transport Planning at Jacobs, he led the Scotland and Ireland business for 15 years, overseeing significant growth and guiding major national programmes, including the four‑year Strategic Transport Projects Review 2. His leadership of the consultant’s team established a collaborative “one‑team” ethos that enabled efficient delivery of complex appraisal, stakeholder engagement, and policy development during a period of unprecedented change.

Stuart’s expertise spans national investment planning, multi‑modal strategy development, STAG appraisal, business case preparation, and funding submissions. He has advised Transport Scotland, the National Transport Authority of Ireland, and numerous Scottish local authorities on long‑term transport strategies, including Edinburgh’s Circulation Plan, Aberdeen’s Active Travel Network, and strategic appraisals for the Borders and North‑East regions. His work has supported successful bids for major grants and informed investment decisions across road, public transport, and mass transit networks.

A Chartered Engineer, Chartered Transport Planning Professional, and experienced facilitator, Stuart is known for his ability to engage senior officials, elected members, and stakeholders with clarity and authority. He is also deeply committed to developing future talent, having led mentoring programmes, facilitated leadership workshops, and is currently supporting  youth‑focused climate initiatives being delivered by Powering Futures.



Stuart now leads Strategic Transport Consulting Ltd, providing strategic advice to public sector clients on policy, appraisal, and investment planning.
